The Lao Dong Newspaper Legal Consulting Office replied:
Clause 8, Article 3 of Decree 281/2025/ND-CP (effective from January 1, 2026) stipulates the regime and policies for individuals on the payroll of search and collection teams for martyrs' remains while on duty abroad to enjoy the following additional regimes:
a) The monthly regional allowance is 01 (one) times the basic salary according to the Government's regulations at the time of implementing the regime for salary recipients, compared to the second-class military allowance for non-commissioned officers and soldiers.
The regional allowance is calculated monthly, in case of not having enough months, it is calculated as follows: From having 15 days or more, the allowance is calculated as 01 month, less than 15 days are calculated as 1/2 month. The period of enjoyment is from the month of departure abroad to perform the task of searching for and collecting martyrs' remains to the month of entry into the country.
b) Support for learning Lao and Cambodian for forces on duty in Laos and Cambodia: Maximum level of VND 2,000,000/person/year (time not exceeding 03 years/person).
c) In case of injury or illness that requires examination and treatment at medical facilities abroad, they will be paid for medical examination and treatment costs according to the regulations of the medical facility in the host country; and will receive compensation and additional food allowances at the level prescribed in Clause 3 and Clause 4 of this Article. If transferred to the country for treatment, the transportation cost will be paid according to actual expenses.
d) The period of performing the task of searching and collecting the remains of martyrs abroad is converted to a coefficient of 01 year to 01 year and 06 months to receive a subsidy of 01 (one) time upon ceasing to serve in the army according to current regulations.
Thus, people on the payroll of the teams searching for and collecting martyrs' remains while working abroad are entitled to additional regimes and policies according to the above regulations.
