Clause 1, Article 8, Circular 30/2026/TT-BGDDT of the Ministry of Education and Training Regulating professional standards for teachers of general education institutions (effective from April 14, 2026), stipulates the standards for training and fostering levels for primary school teachers rank III as follows:
a) Having a bachelor's degree or higher in primary school teacher training, except for the cases specified in points b, c and d of this clause;
b) Teachers teaching Physical Education must have a bachelor's degree or higher in a teacher training major suitable for the subject of teaching or a bachelor's degree or higher in a major suitable for the subject of teaching and have a pedagogical certificate for primary school teachers;
c) Teachers teaching Arts (Music, Fine Arts), Foreign Language, Informatics and Technology must meet the standard training level as prescribed in Clause 2, Article 20 of Decree No. 93/2026/ND-CP dated March 31, 2026 of the Government detailing and guiding the implementation of a number of articles of the Law on Teachers;
d) Teachers teaching ethnic minority language subjects must meet the standard qualifications trained according to the provisions of Clause 4, Article 20 of Decree No. 93/2026/ND-CP dated March 31, 2026 of the Government detailing and guiding the implementation of a number of articles of the Law on Teachers;
e) Having a certificate of professional development for primary school teachers.
Thus, from April 14, 2026, grade III primary school teachers need to meet the above standards for training and fostering.
