Clause 2, Article 4 of Decree 37/2026/ND-CP detailing a number of articles and measures to organize and guide the implementation of the Law on Product and Goods Quality (effective from January 23, 2026) stipulates that products and goods are classified according to three levels of risk:

a) High risk group: products and goods with a high level of hazardous risk and high risk probability, which may cause serious or particularly serious consequences if there are no appropriate management measures;

b) Average risk group: products and goods with a level of hazardous risk or the possibility of risk occurring at an average level, which may cause significant impact if there are no appropriate management measures;

c) Low risk group: products and goods with a small level of hazardous risk or low risk occurrence, almost not causing significant impact in control or normal use conditions.

Thus, from January 23, 2026, products and goods are classified according to three levels of risk as above.
