Is medical examination using VNeID entitled to health insurance benefits for 5 consecutive years?

Point a, Clause 1, Article 37, Decree 188/2025/ND-CP detailing and guiding the implementation of a number of articles of the Law on Health Insurance stipulates: Health insurance participants when examining and treating patients must present information about the health insurance card, personal identification documents of that person in one of the following forms: Identity card or citizen identification card or electronic identification account (VNeID) level 2 that has integrated information about the health insurance card.

Clause 2, Article 4 of Circular 09/2026/TT-BTC of the Ministry of Finance regulating the creation of electronic social insurance books and health insurance cards (effective from February 3, 2026) stipulates as follows: Electronic health insurance cards contain information as prescribed in Article 10, Decree No. 188/2025/ND-CP detailing and guiding the implementation of a number of articles of the Law on Health Insurance.

Article 10 of Decree No. 188/2025/ND-CP stipulates health insurance card information as follows:

1. Electronic or paper health insurance card issued by the social insurance agency, accompanied by the health insurance code and the following basic information:

a) Personal information of health insurance participants, including: full name, gender, date of birth;

b) Information on the health insurance benefit level according to health insurance participants;

c) Time when the health insurance card is valid;

d) Place of registration for initial health insurance medical examination and treatment;

e) The time of participating in health insurance is 05 consecutive years or more for subjects who must jointly pay for medical examination and treatment costs.

2. Electronic health insurance cards are displayed in the form of electronic data prepared by Vietnam Social Security by electronic means, which contain information as prescribed in Clause 1 of this Article.

3. Health insurance card information specified in Clause 1 of this Article is integrated and synchronized according to the health insurance code and ID card number of health insurance participants.

Clause 6, Article 9, Decree 69/2024/ND-CP stipulates: Information on electronic identification and integrated information on electronic identification cards, electronic identification accounts is valid to prove, equivalent to providing information or using, presenting documents containing that information in performing administrative procedures, public services, transactions and other activities.

Thus, integrated health insurance on VNeID is as valid as a health insurance card. If people have participated in health insurance for 5 consecutive years, when going for medical examination and treatment using VNeID with integrated health insurance, they will still enjoy health insurance benefits for 5 consecutive years as usual.
