Not bringing an ID card into the border area is fined up to 500,000 VND

Clause 1, Article 9 of Decree 79/2026/ND-CP Regulating penalties for administrative violations in the field of management and protection of national borders (effective from May 2, 2026), stipulates as follows: Warning or fine from 300,000 VND to 500,000 VND for the act of Vietnamese citizens entering the land border area without carrying citizen identification cards, ID cards, electronic ID cards or passports.

Thus, from May 2, 2026, Vietnamese citizens who do not carry ID cards to the border area may be fined up to 500,000 VND.
