According to the provisions of Clause 1, Article 2, Decree 154/2025/ND-CP on streamlining staff, the subjects of application of this decree are cadres, civil servants, public employees; commune-level cadres and civil servants and people working under labor contracts are applied the same regime and policies as civil servants according to the Government's regulations.

According to the provisions of Article 9, Article 10 of Decree 154/2025/ND-CP, non-specialized personnel at the commune level resign immediately from the time of implementing the 2-level local government model, non-specialized personnel in villages and residential groups who are redundant due to the arrangement of villages and residential groups are also subject to the staff streamlining policy.

Clause 2, Article 2, Law on Forces participating in protecting security and order at the grassroots level 2023 stipulates: Forces participating in protecting security and order at the grassroots level are forces established by local authorities on the voluntary basis of people to support Commune, Ward, and Town Police (hereinafter referred to as Commune-level Police) to assist People's Committees at the same level in protecting security and order and building the all-people movement to protect national security.

According to this regulation, people participating in forces participating in protecting security and order at the grassroots level are not cadres, civil servants, public employees; commune-level cadres and civil servants and people working under labor contracts are applied the same regime and policies as civil servants, and are also not non-specialized workers at the commune level, in villages, and residential groups.
