Article 14 of the Law on Forces Participating in Security and Order Protection at the Grassroots Level stipulates the arrangement of this force as follows:
1. The forces participating in protecting security and order at the grassroots level are consolidated from the civil defense force, the part-time commune police force that is still being used and the Captain, Deputy Captain of the civil defense team or recruited according to the provisions of this Law.
2. Forces participating in protecting security and order at the grassroots level are arranged as Security and Order Protection Teams. The area under the management of the Security and Order Protection Team is one or a number of villages and residential groups under the commune-level administrative unit or in a district where no commune-level administrative unit is organized.
3. Based on the situation and requirements to ensure security, order, socio -economic conditions, population size and natural area of the locality, the provincial People's Council stipulates the establishment of security and order protection groups and criteria on the number of members of security and order protection groups in the area management.
4. The provincial People's Committee decides on the number of Security and Order Protection Teams that need to be established, the number of members of the Security and Order Protection Teams in villages and residential groups under its management to each commune-level administrative unit.
5. Pursuant to the Decision of the Provincial People's Committee prescribed in Clause 4 of this Article, the Chairman of the Commune People's Committee, at the request of the Commune-level Police, decides to establish a Security and Order Protection Team and each member of the Security and Order Protection Team.
Thus, when there is a decision to merge wards and communes, the People's Committee at the provincial level decides on the number of security and order protection teams that need to be established, the number of members of the Security and Order Protection Team in villages and residential groups under its management to each commune-level administrative unit according to the above regulations.
