Monthly salary of consulting experts determining bidding package prices from July 2026

Clause 1, Article 3, Circular 7/2026/TT-BNV of the Ministry of Home Affairs Regulating the salary level of domestic consultants as a basis for determining the price of bidding packages (effective from July 1, 2026), stipulating the monthly salary level applicable to consultants with a working time of 26 days is specified as follows:

a) Level 1, not exceeding 70 million VND/month for one of the following cases: consulting expert with a university degree, with a training expertise suitable to the consulting industry and 15 years or more of experience in the consulting industry; or consulting expert with a master's degree or higher, with a training expertise suitable to the consulting industry and 8 years or more of experience in the consulting industry; or consulting expert holding the title of Head of consulting group or presiding over the organization and operation of consulting packages.

b) Level 2, not exceeding 55 million VND/month for one of the following cases: consulting expert with a university degree, with a training expertise suitable to the consulting industry and from 10 to less than 15 years of experience in the consulting industry; or consulting expert with a master's degree or higher, with a training expertise suitable to the consulting industry and from 5 to less than 8 years of experience in the consulting industry; or consulting expert holding the title of presiding over the implementation of one or several items under the consulting package.

c) Level 3, not exceeding 40 million VND/month for one of the following cases: consulting expert with a university degree, with a training expertise suitable to the consulting industry and from 5 to less than 10 years of experience in the consulting industry; or consulting expert with a master's degree or higher, with a training expertise suitable to the consulting industry and from 3 to less than 5 years of experience in the consulting industry.

d) Level 4, not exceeding 30 million VND/month for one of the following cases: consulting expert with a university degree, with a training expertise suitable to the consulting industry and less than 5 years of experience in the consulting industry; or consulting expert with a master's degree or higher, with a training expertise suitable to the consulting industry and less than 3 years of experience in the consulting industry.

e) For projects and works of large scale, complex techniques, using modern technology requiring consultants with special technical expertise, limited supply capacity of the labor market or difficult working conditions, in remote and isolated areas where the investor or bidding invitation party finds it necessary to apply a salary level of consultants higher than the salary level according to Clause 1 of this Article, the investor or bidding invitation party shall determine and report to the competent person for consideration and decision on the salary level of consultants higher, but not more than 1.5 times higher than the monthly salary level corresponding to the standards and conditions specified in Points a, b, c and d of this Clause.

Thus, from July 1, 2026, domestic consultants as a basis for determining the bidding package price will enjoy the above monthly salary level.
