The Lao Dong Newspaper Legal Consulting Office replied:
Clause 1, Article 3 of Circular 111/2025/TT-BQP of the Ministry of National Defense (effective from January 1, 2026) stipulates the goals of civil defense training and coaching as follows:
a) For commanding officers: Training to improve qualifications, capacity, and methods of command, control, and consultation in civil defense work;
b) For professional soldiers and technical staff: Training to improve skills in using means to perform civil defense tasks; the ability to handle some basic situations according to the functions and tasks of each agency and unit;
c) For non-commissioned officers and soldiers: Training to improve basic knowledge and skills to ensure the implementation of civil defense tasks, in accordance with the characteristics of each unit and area of station;
d) For educational and training institutions in the Army: Training basic knowledge, capacity to organize command, the ability to develop and operate the implementation of the Civil Defense Plan, meeting the requirements of assigned tasks;
d) For full-time and part-time units: Training to improve specialized qualifications according to each major. Focus on training on the proficient use of equipment and means for incident and disaster response and search and rescue according to the specialty, especially modern equipment;
e) For the Militia: Training the Militia to know how to do and use on-site means and materials to handle civil defense situations; grasp the techniques and search and rescue actions; know how to exploit search and rescue information and how to respond to natural disasters, incidents, and natural disasters; ensure safety for themselves and the community when participating in rescue.
Thus, the goal of civil defense training and coaching is regulated as above.
