Clause 2, Article 7 of Decree 238/2025/ND-CP stipulates the principles for determining tuition fees for private and public educational institutions as follows:

a) Private and non-public educational institutions have the right to proactively develop tuition fees and prices for other services in the field of education and training (except for services assessed by the State) to ensure cost compensation and accumulation according to the provisions of the Price Law.

b) Implement publicity according to the provisions of law and be responsible for explaining to learners and society the tuition fees and services prices decided by themselves; explain the factors that make up the price, roadmap, tuition increase rate for the following years but not exceeding 15% for vocational education, higher education and not exceeding 10% for preschool education, general education.

Thus, tuition fees for private and public schools are established according to the above principles.
