Private and public students are supported with VND1,900 billion in tuition fees

The Government will submit to the National Assembly the exemption and support for tuition fees for preschool children and primary school students, estimated at 31.4 trillion VND/year.

Continuing the program of the 9th Session of the 15th National Assembly, on the morning of May 22, Minister of Education and Training Nguyen Kim Son, authorized by the Prime Minister, presented a draft Resolution of the National Assembly on popularizing preschool education for preschool children from 3 to 5 years old.

Chairman of the National Assembly's Committee on Culture and Society Nguyen Dac Vinh presented a report on the review of the draft Resolution of the National Assembly on popularizing preschool education for preschool children aged 3 to 5.

The Minister of Education and Training, authorized by the Prime Minister, presented the Draft Resolution of the National Assembly on tuition exemption and support for preschool children, primary school students, and those studying general education programs at educational institutions in the national education system.

The Chairman of the National Assembly's Committee on Culture and Society presented the Report on the review of the draft Resolution of the National Assembly on tuition exemption and support for preschool children, primary school students, and those studying general education programs at educational institutions in the national education system.

According to the draft Resolution, the state budget will support tuition fees for preschool children, primary school students, and those studying general education programs at private and public educational institutions.

This ensures unified implementation in policies, fairness in access to education; encourages the development of non-public education, and strengthens the socialization of education.

The Committee for Culture and Society proposes that the Government study and regulate the payment of tuition support for this group of subjects by the method of providing directly to learners and express it in a detailed guiding decree.

The Government has learned that, in the process of guiding the implementation, it will base on the actual situation and conditions to have appropriate support methods, ensuring no policy exploitation, and minimizing administrative procedures for beneficiaries and related units.

According to the Government's Submission No. 203/TTr-CP, the total state budget funding demand to exempt tuition fees and support tuition fees from the 2025-2026 school year for subjects under the draft Resolution is estimated at VND31.4 trillion/school year (of which, the public sector is VND28.7 trillion; the private sector is VND1,900 billion).

Currently, the total state budget has exempted and will support tuition fees from September 1, 2025 according to current law, which is 22.4 trillion VND. Thus, the additional state budget that must be ensured when implementing the policy under this Resolution is about VND9,000 billion/school year.

The budget level that needs to be ensured in each locality depends on the tuition payment regulations decided by the Provincial People's Council.

The draft Resolution stipulates: the budget for implementing policies is guaranteed by the State Budget according to the current state budget decentralization; the central budget for supporting localities has not yet balanced the budget according to regulations.

After the above contents, the National Assembly discussed in the hall the draft Law on Inspection (amended). The Government Inspector General spoke to explain and clarify a number of issues raised by National Assembly deputies.
