In Decision 8211/QD-BCA in 2025, the Ministry of Public Security announced two amended and supplemented administrative procedures related to forces participating in protecting security and order at the grassroots level under the state management scope and functions of the Ministry of Public Security.
Accordingly, for administrative procedures to resolve the regime and policies for people participating in security and order protection forces at the grassroots level who have not participated in health insurance but are sick, have an accident, or are injured while performing their duties, the Ministry of Public Security has instructed the implementation procedures as follows:
- Step 1: The individual prepares the dossier according to the provisions of law.
- Step 2: Submit the dossier to the People's Committee at the commune level.
- Step 3: The People's Committee at the commune level is responsible for organizing the reception and inspection of documents. In case the application is invalid, there must be an immediate responsibility to guide to complete. Within 2 working days from the date of receiving a complete and valid dossier, there must be a responsibility to immediately guide to completion.
- Step 4: The People's Committee at the commune level is responsible for assigning the affiliated agency to appraise the dossier within 5 working days from the date of receiving a complete and valid dossier. In case the dossier does not meet the conditions for settlement, the appraisal agency must have a written response, stating the reason.
- Step 5: Within 2 working days from the date the appraisal agency reports the dossier and is eligible for settlement, the Chairman of the People's Committee at the commune level shall issue a decision to pay and organize the payment of support funds for medical examination and treatment for people who are sick, have an accident or are injured. Payment is by bank transfer or by post or receive directly at the paying agency.
In the above Decision, the Ministry of Public Security also guides the procedures for resolving regimes and policies for people participating in the force participating in protecting security and order at the grassroots level who have not participated in social insurance but have an accident or died while performing their duties.
