The Lao Dong Newspaper Legal Consulting Office replied:

Article 27 of the Road Law stipulates the weight and size limits of roads as follows:

1. The road load is the road's ability to withstand the exploitation load to ensure safe exploitation and longevity of road works.

2. Road limitation is a space with limited width and height of the road so that vehicles, including goods loaded onto the road, can pass safely and are determined according to road standards and technical standards.

3. The responsibility to announce the weight and size limit of the road is stipulated as follows:

a) The Ministry of Transport (now the Ministry of Construction - PV) announces the limit of road loads under its management;

b) The provincial People's Committee shall announce the weight and size limit of roads under its management and specialized roads specified in Point c of this Clause in the area;

c) Road managers and users of specialized roads with public transport activities are responsible for providing information on the load and limit of specialized roads for the provincial People's Committee to announce;

d) The investor of a road construction investment project is responsible for providing information on the limit load and size to the agencies specified in Points a, b and c of this Clause.

4. For routes traveling along the dike, the operating load of the route must not exceed the permitted load of vehicles participating in road traffic allowed to travel on the dike.

Thus, the limit of road load and mass are regulated as above.
