Article 7, Decree 259/2026/ND-CP stipulating the recruitment, use and management of public employees (effective from July 1, 2026) stipulates the cases of conducting public employee recruitment as follows:

The recruitment of public employees through the form of recruitment is decided by the agency or unit with recruitment authority and is carried out separately for each of the following groups of subjects:

1. People who commit to volunteering to work for 3 years or more in areas with particularly difficult socio-economic conditions in the fields of health, education and other basic and essential fields according to the provisions of law.

2. Students studying under the enrollment regime according to the provisions of the Education Law, after graduation, return to work in the locality where they are sent to study.

3. Excellent graduates, talented people who are subject to the policy of attracting high-quality human resources according to the Government's regulations or regulations of public employee management agencies.

4. Other cases according to the provisions of law on industry and field.

Thus, from July 1, 2026, the above cases will be considered for civil servant recruitment.
