Authority to recruit teachers from 2026

The Lao Dong Newspaper Legal Consulting Office replied:

Clause 2, Article 14 of the 2025 Law on Teachers (effective from January 1, 2026) stipulates the recruitment authority as follows:

a) For public vocational training institutions and public higher education institutions, teacher recruitment is carried out by the head of the educational institution;

b) For non-public educational institutions, the recruitment of teachers is carried out by the head of the educational institution according to the regulations on organization and operation of the educational institution;

c) For schools of the People's Armed Forces, the authority to recruit teachers is prescribed by the Minister of National Defense and the Minister of Public Security;

d) For educational institutions not specified in Points a, b and c of this Clause, the authority to recruit teachers is prescribed by the Minister of Education and Training.

Thus, the authority to recruit teachers is regulated as above.
