Article 12, Decree 335/2025/ND-CP Regulating the evaluation and classification of quality for state administrative agencies and civil servants (effective from January 1, 2026), stipulates the criteria for monitoring, evaluating, and classifying the quality of civil servants as follows:
1. Monitoring, evaluating, and ranking the quality of civil servants is based on general criteria and criteria on task performance results.
2. The common criterion for scoring is a maximum of 30 points (on a scale of 100 points), including:
a) Political qualities, moral qualities, civil service culture and sense of discipline and order in civil service performance.
b) Professional and nghiep vu competence according to the requirements of the job position; ability to meet the requirements of performing assigned tasks; sense of responsibility in performing official duties; attitude of serving the People, businesses and ability to coordinate with colleagues.
c) Capacity of innovation, creativity, daring to think, daring to do, daring to take responsibility for the common good in performing official duties.
3. The criterion for task performance results to be graded is a maximum of 70 points (on a scale of 100). The method and method of determining the score of the criterion for evaluating task performance results specified in Article 13, Article 14, Article 15 and Article 16 of this Decree.
Thus, from January 1, 2026, the criteria for monitoring, evaluating, and ranking the quality of civil servants are specified as above.
