Standards of motorcycle driving training facilities from September 2025

The Lao Dong Newspaper Legal Consulting Office replied:

Article 8 of Circular 14/2025/TT-BXD of the Ministry of Construction (effective from September 1, 2025) stipulates the standards for motorbike driving training facilities as follows:

1. Professional classroom system:

a) Theoretical classrooms: have equipment as a tool to support teaching on road traffic laws. In case the information technology equipment has not described the road signaling system, there must be a painting system;

b) Driving technical learning rooms: have information technology equipment as a tool to support teaching on structure; in case the information technology equipment is not described, there must be a painting system;

c) Grade B1 maintenance and repair practice classrooms: have ventilation and lighting systems to ensure requirements for occupational safety and hygiene; non-dusty floors; have specialized equipment for maintenance and repair; have unloading tables, boards, chairs for teaching and practice; have specialized equipment to guide students in removing tires and checking vehicle oil;

d) In case the motorcycle driving training facility is also a car driving training facility, it is allowed to use all professional classrooms.

2. Driving practice vehicles: in accordance with the vehicle classes specified in Point a, Point b, Point c, Clause 1, Article 57 of the Law on Road Traffic Order and Safety.

3. Motorcycle driving practice ground: technical specifications of driving practice shapes suitable for test size according to the National Technical Regulation on road motor vehicle driving testing centers for each corresponding vehicle class.

Thus, from September 2025, motorcycle driving training facilities need to meet the above standards.
