Regulations on reissuing certificates of training in road traffic laws when training drivers

The Lao Dong Newspaper Legal Consulting Office replied:

Article 23 of Circular 14/2025/TT-BXD of the Ministry of Construction (effective from September 1, 2025) regulating driver training; training, testing, and granting certificates of training in road traffic law, stipulates the re-issuance of certificates as follows:

1. People with damaged certificates or with incorrect information in the archived records at the place of issuance of certificates will be reissued according to the issued certificate number. The re-issuance application includes:

a) Application for reissuance of certificates according to the form prescribed in Appendix XVI issued with this Circular;

b) 03 color photos measuring 2x3 cm taken for no more than 06 months.

2. The person whose certificate is lost will be listed in the archived file at the place of issuance of the certificate, and will be reissued according to the issued certificate number. The re-issuance dossier is implemented according to the provisions of Clause 1 of this Article.

3. Implementation procedures:

a) Individuals submit a set of documents to the training facility for road traffic law knowledge that has issued the certificate; in case the training facility that has issued the certificate is no longer operating, submit it to the Department of Construction where the training facility is managed;

b) The road traffic law training institution or the Department of Construction checks the dossier upon receipt; in case the certificate is not reissued or the dossier is not in accordance with regulations, it must directly or in writing notify the individual of the contents that need to be supplemented or amended within 02 working days from the date of receipt of the dossier;

c) Within 03 working days from the date of receiving a complete and valid dossier, the head of the road traffic legal knowledge training facility or the Department of Construction shall reissue the certificate; in case the certificate is not reissued, a written response must be provided stating the reason;

d) The payment of the certificate is done at a training facility on road traffic law or the dossier receiving agency or through the postal service at the request of an individual.

Thus, from September 2025, the re-issuance of certificates of training in road traffic law when training drivers is regulated as above.
