Responsibility of the People's Committee of the commune on preventing and combating human trafficking from July 2025

The Lao Dong Newspaper Legal Consulting Office replied:

Article 56 of the Law on Prevention and Combat of Human Trafficking 2024 (effective from July 1, 2025) stipulates the responsibilities of People's Committees at all levels as follows:

1. Within the scope of their tasks and powers, People's Committees at all levels are responsible for the following:

a) Implement information and propaganda on prevention and combat of human trafficking;

b) Incorporate the content of preventing and combating human trafficking into socio-economic development programs;

c) Organize the implementation of work to prevent and combat human trafficking;

d) Allocate the budget for the work of preventing and combating human trafficking;

d) Timely and strictly handle violations of the law on prevention and combat of human trafficking;

e) Organize the implementation of security and order management to prevent and combat human trafficking;

g) Issuing a business license to a victim support facility, granting an operating license to another social assistance facility to provide support.

2. Along with implementing the provisions in Clause 1 of this Article, the People's Committees at the commune level also have the following responsibilities:

a) Preside over and coordinate with the Vietnam Fatherland Front Committee at the same level and member organizations of the Front to organize and facilitate consultation activities on prevention and combat of human trafficking at the grassroots level;

b) Receive and support victims, people in the process of being identified as victims and people under 18 years old to accompany according to the provisions of this Law;

c) Create conditions for victims to integrate into the community.

3. The Government shall detail Point g, Clause 1 of this Article.

Thus, the People's Committees at the commune level have the above responsibility for preventing and combating human trafficking.
