1. The working relationship of the forces participating in protecting security and order at the grassroots level is regulated as follows:

a) The People's Committee at the commune level manages the organization and operation of forces participating in protecting security and order at the grassroots level;

b) Commune-level police assist the People's Committee of the same level in directly managing the organization, operation, direction and operation of forces participating in protecting security and order at the grassroots level; guide, assign and inspect the performance of tasks of forces participating in protecting security and order at the grassroots level;

c) The relationship between the forces participating in protecting security and order at the grassroots level and mass organizations and associations at the grassroots level is a relationship of coordination in performing the task of protecting security and order and building a movement for the entire people to protect national security.
