Article 7 of Decree 300/2026/ND-CP (effective from August 1, 2026) stipulates the amendment and supplementation of Article 20 of Decree No. 170/2025/ND-CR stipulating the recruitment, use and management of civil servants as follows:
Article 20. Salary ranking for people recruited and received to become civil servants
1. A person who is recruited and accepted for a job position ranked as a civil servant is ranked to enjoy the starting salary of that rank, except for the cases specified in Clauses 2 and 3 of this Article.
2. In case the person recruited as a civil servant has worked in accordance with the provisions of law in accordance with the requirements for professional qualifications and skills of the recruited job position, has paid compulsory social insurance (if not continuously but has not received a one-time social insurance allowance or has not enjoyed the demobilization and discharge regime, it is accumulated), is assigned to work in accordance with the professional qualifications and skills previously held, the head of the recruiting authority shall base on that working time to consider and decide to rank it into the appropriate salary grade in the corresponding civil servant rank according to the recruited job position.
3. In case the person being recruited as a civil servant has a working time in accordance with the law, has compulsory social insurance contributions (if not continuously but has not received a one-time social insurance allowance or has not enjoyed the demobilization and discharge regime, it is accumulated), does a job suitable to the requirements for professional qualifications and nghiệp vụ of the job position being recruited, that working time is calculated as a basis for ranking salary in the corresponding civil servant rank according to the job position being recruited.
4. The Ministry of Home Affairs guides the salary ranking for cases specified in this Article.
Thus, from August 1, 2026, salary ranking for people recruited and admitted to become civil servants will be implemented according to the above regulations.
