On December 19, the People's Committee of Quang Ninh province held a meeting to discuss the progress of the research and development of the Pilot Project to establish and develop a high-tech cultural industrial park in Ha Long city and the Pilot Project to establish the Quang Ninh Cultural Industry Development Support Center.
To carry out research and develop a pilot project to establish and develop a high-tech cultural industrial park in Ha Long City, the Department of Culture and Sports of Quang Ninh province has initially developed an outline, focusing on investment and development sectors and fields, including: Cultural tourism; cinema; performing arts; fine arts, photography and exhibitions; advertising; fashion, etc.

Speaking at the direction, Deputy Secretary of the Provincial Party Committee Dang Xuan Phuong affirmed that the Pilot Project to establish and develop a high-tech cultural industrial park in Ha Long City is a positive move in implementing Plan 383-KH/TU, dated March 26, 2024 of the Provincial Party Committee Standing Committee to implement Resolution 17-NQ/TU, dated October 30, 2023 of the Provincial Party Committee Executive Committee on building and promoting cultural values, human strength of Quang Ninh to become an endogenous resource, a driving force for rapid and sustainable development.
The construction of cultural institutions serving the construction of cultural industrial zones must be based on the approved plans to study the implementation plan, ensuring the effective investment of budget capital and mobilization of socialized capital sources. At the same time, it is necessary to build an operating model, a fund to encourage creativity in developing cultural industries, learn and appropriately apply the experience from high-tech cultural industrial zones in the region and internationally.

Speaking at the meeting, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hanh requested departments and branches to be determined and speed up the implementation of the Project. The Department of Culture and Sports of Quang Ninh province was assigned to continue researching and developing the Project, on the basis of making the most of the province's infrastructure and cultural institutions. The Department of Construction was assigned to preside over and coordinate with the Department of Natural Resources and Environment to study and propose suitable land allocation. The Department of Planning and Investment was assigned to study existing policies and mechanisms of the Central Government and the province and propose mechanisms to attract domestic and foreign investment in cultural industries.
