In his speech, Politburo member and Prime Minister Pham Minh Chinh emphasized that Vietnam's cultural industries continue to have remarkable developments, bringing about economic efficiency, improving people's spiritual life, and promoting profound human values, rich cultural identity, and fine traditions of the nation to the majority of people in the country and international friends.
The Head of Government believes that it is necessary to internationalize the culture imbued with national identity and the Vietnamese value system through culture, sports and tourism, and at the same time Vietnamize the quintessence of the world. This is of great significance and the mission of the culture, sports and tourism sector is to be the vanguard and main force on this front.
Regarding the direction and tasks for 2025 and the coming time, the Prime Minister stated that in 2025, efforts must be made to achieve results higher than the set target, especially GDP growth of about 8%. All ministries, sectors and localities must follow this spirit, including the culture, sports and tourism sector.
The Prime Minister pointed out 7 main groups of tasks and solutions, first of all creating institutional breakthroughs in the direction of resolutely abandoning the mindset of "if you can't manage it, then ban it", resolutely eliminating the "ask - give" mechanism; promoting decentralization, delegation of power, cutting and simplifying administrative procedures associated with digital transformation...
Second, promote the development of strategic and comprehensive infrastructure, cultural, sports and tourism institutions, both hard and soft infrastructure, connection infrastructure, especially digital infrastructure based on data and artificial intelligence.
Third, train high-quality human resources for the industry, have specific mechanisms and policies suitable for the arts and sports industries, have policies to retain talented people, motivate talented and passionate people, and encourage those who dare to think, dare to do, dare to innovate and deal with those who avoid and fear responsibility.
Fourth, mobilize resources for development through appropriate mechanisms and policies, especially public-private partnership, taking the lead from State capital, activating all social resources of people and businesses.
According to the Prime Minister, it is necessary to actively think and propose policies to promote the diverse forms of public-private partnership, there is still a lot of room to exploit cultural institutions, especially stadiums like My Dinh...
“We have a national target program on cultural development, but if we only rely on state resources, it will be very difficult to develop. To develop the culture, sports and tourism sector, the cultural industry and the entertainment industry, we must mobilize public-private partnership resources, social resources and business resources,” said the Prime Minister.
Fifth, improve management capacity and industry governance in a smart direction, based on data.
Sixth, build advanced examples, replicate good models, good practices, create movements, development trends...
“Why don’t we summarize and replicate the two recent concerts? Why have women’s soccer and women’s volleyball achieved such success? Why do tourism have such attractive destinations?”, the Prime Minister asked. The two concerts mentioned by the Government leader were “Call Me by Fire” and “Anh trai say hi”, which were mentioned by many delegates earlier at the conference.
Seventh, create opportunities and mechanisms for Vietnamese people to enjoy the fruits of culture, sports and tourism. The industry must accelerate and make breakthroughs with innovative thinking, strategic vision, foresight, deep thinking, great action, promote intelligence, courage, respect for time, decisiveness and determination to effectively organize and implement the set goals, tasks and solutions, with results in 2025 higher than in 2024.
