In his concluding remarks, Party Secretary and Prime Minister Pham Minh Chinh stated that the implementation of the Resolution of the 13th National Party Congress requires breakthroughs and acceleration to achieve the two 100-year goals set out. We have been synchronously, methodically, comprehensively and effectively implementing tasks and solutions on the basis of inheriting, promoting the achievements and experiences of previous generations and applying creativity, supplementing and perfecting the vision and actions of the 13th Congress.
At the same time, we continue to supplement and perfect the theoretical system on socialism and the path to socialism in Vietnam, in which culture is one of the very important elements. These elements include: Marxism-Leninism, Ho Chi Minh's ideology, the nation's thousand-year-old cultural and historical traditions, which are creatively applied in Vietnam's conditions and circumstances and in the international context.
In the process of leading the revolution, liberating the nation, protecting and building and developing the country, with the viewpoint of "culture paving the way for the nation to go", culture is an endogenous strength, culture is the strength of the nation, cultural development is the spiritual foundation of society, our Party and State always pay special attention to the cultural field with many important and historic decisions such as promulgating the Vietnam Cultural Outline in 1943; promulgating the 5-term Central Resolution of the 8th tenure on building and developing an advanced Vietnamese culture with strong national identity (1998); organizing national cultural conferences in 1946 and 2021.
The Prime Minister assessed this as a difficult project, included in the overall strategy of recent strategic decisions to create breakthrough development in important pillar areas, along with the "four pillar ministries" resolutions issued by the Politburo (on science and technology, innovation, digital transformation; international integration; law-making and enforcement; private economic development) and two resolutions on education - training and people's health care are being developed and finalized to submit to the Politburo.
Emphasizing the concept of very broad culture, the Prime Minister proposed research to continue building and perfecting the project with the name in the direction of internationalizing the national cultural identity and ethnicity of the world's cultural elite; At the same time, continue to clarify more about the content, scope, objects, goals, views, tasks and solutions of the project.
In particular, the Prime Minister said that it is necessary to determine the goals by 2030 and by 2045; have general goals and specific goals; goals in cultural fields.
The Prime Minister emphasized a number of guiding viewpoints: Ensuring the leadership of the Party; contributing to socio-economic development and achieving the two 100-year goals; improving the spiritual and material life of the people, taking the people as the center, as the subject, and the people enjoying the fruits; institutional breakthroughs to mobilize resources, especially public-private partnerships; cultural products that can be commercialized and people working in culture can make a living by a job with high income.
The head of the Government noted the tasks and solutions for: Further raising awareness; continuing to improve institutions; mechanisms for developing cultural industries, entertainment, and smart management; mechanisms for mobilizing and diversifying resources; training human resources; propaganda and promotion work; improving people's spiritual life and benefits; international cooperation.
The Prime Minister assigned the host agency, the Ministry of Culture, Sports and Tourism, to receive comments and urgently complete the project to submit to competent authorities, ensuring progress and quality.
