In the context of international integration and industrial revolution 4.0, the construction of a legal corridor to encourage literary development becomes urgent, ensuring literature both maintains the tradition and approaches new creative trends.
Many writers and researchers point out a number of problems that exist with Vietnamese literature, such as the publishing process is still complicated, the publishing of books sometimes has many procedures barriers, making it difficult for the author and publishers; promoting and disseminating limited literary works; There is no mechanism of spending and ordering strongly enough to create conditions for writers to pursue large topics, with high ideological and high -art value; The composition farms have not really been effective.
In the draft decree, many policies and mechanisms are proposed to support and invest in literary activities, organize writing competitions, compose literary works and aim to breakthrough topics. The decree also discussed the organization of the National Literature Award, in order to select works of high artistic value and deserve to be honored.
