Ha Tinh currently has a total of 4,088 registered fishing vessels. At the end of August 2024, Ha Tinh had 2,156 "3 no" fishing vessels (no registration, no inspection, no fishing license). To date, 2,042/2,042 "3 no" fishing vessel registrations have been granted, reaching a rate of 100%. The remaining 114 fishing vessels are not eligible for registration because the damaged vessels cannot be restored and people do not need to register and have committed not to use the vessels for seafood exploitation.
The whole province has granted fishing licenses to 4,054/4,088 fishing vessels, reaching a rate of 99.2%. To date, there are still 34 fishing vessels that have not been granted a fishing license, mainly due to damaged vessels and weak old vessel owners not operating fishing vessels.
have issued technical safety certificates to 320/361 fishing vessels, reaching 88.6%. There are still 41 fishing vessels that have not been issued, mainly due to damaged vessels and no seafood exploitation activities. The whole province has had 75/75 fishing vessels operating in offshore waters installed with VMS equipment, reaching 100%. 4,088/4,088 fishing vessels have had 100% of their ship marking and license plate drawings in accordance with regulations.
Fishing vessels that are eligible for registration, technical safety certification, fishing licenses, and installation of voyage monitoring equipment have been fully updated in the National Fisheries Database, reaching a rate of 100%.
Every week, the Department of Fisheries prepares a list of fishing vessels at high risk of violating IUU fishing to notify the authorities of coastal provinces and cities; coordinate with the Border Guard and local authorities of districts and communes to notify the ship owners, request ship owners to correct and commit not to violate, Mr. Nhat shared.
The Management Board of Fishing Port has organized inspections and controls of fishing vessels entering and leaving fishing ports in accordance with regulations to ensure that VMS equipment operates continuously 24/24 hours from the time the fishing vessel leaves the port to when arriving at the port; monitoring and supervising 24/7, 100% of fishing vessels operating at sea through the fishing vessel monitoring system, deploying electronic logs.
When detecting cases of VMS outage or cross-border permitted, promptly notify the Border Guard and local authorities for handling according to regulations.
According to the Deputy Head of the Ha Tinh Fisheries Sub-Department, from the beginning of 2025 to now, through patrolling and controlling, Ha Tinh authorities have discovered 2 cases/2 fishing vessels violating regulations on fishing activities, fined 9.5 million VND.
