The Government issued Decree No. 188/2025/ND-CP detailing and guiding the implementation of a number of articles of the Law on Health Insurance (HI).
The Decree stipulates the subjects participating in health insurance as follows:
In addition to the subjects participating in health insurance as prescribed in Clauses 1, 2, 3, 4, 5 and 6, Article 12 of the Law on Health Insurance, health insurance participants also include the following subjects:
Rubber workers who are receiving monthly allowances according to Government regulations participate in health insurance in groups paid by social insurance agencies as prescribed in Clause 2, Article 12 of the Law on Health Insurance.
People in revolutionary zone safety communes during the resistance war against France or the US who are permanent residents in revolutionary zone safety communes during the resistance war against France or the US have been updated with information in the National Population Database and the Database on Residence to participate in health insurance in groups paid by the state budget as prescribed in Clause 3, Article 12 of the Law on Health Insurance.
People who are awarded the title of People's Artisan or Meritorious Artisan belonging to households with a monthly average income per capita lower than the basic salary as prescribed by the Government and not subject to the provisions of Clauses 1, 2 and 3, Article 12 of the Law on Health Insurance participate in health insurance in groups paid by the state budget as prescribed in Clause 3, Article 12 of the Law on Health Insurance.
After-war victims of blasting and mines as prescribed in Clause 8, Article 3 of Decree No. 18/2019/ND-CP who are not subjects specified in Clauses 1, 2, and 3, Article 12 of the Law on Health Insurance participate in health insurance in groups supported by the state budget with the payment level prescribed in Clause 4, Article 12 of the Law on Health Insurance.
Relatives of people working in other key organizations as prescribed by the law on key organizations are not subject to health insurance as prescribed in Points a, b, c, d, dd, e, g, h and i, Clause 1, Clause 2 and Clause 3, Article 12 of the Law on Health Insurance participating in health insurance in groups paid by employers or employees or co-payers as prescribed in Clause 1, Article 12 of the Law on Health Insurance.
People participating in resistance war, national defense, international service and other subjects who have been covered by the state budget for health insurance according to the provisions of legal documents issued before January 1, 2025 participate in health insurance in groups paid by the state budget as prescribed in Clause 3, Article 12 of the Law on Health Insurance.
Military training students of the Commune-level Military Command with college and university degrees in the military sector at the military level at the grassroots level according to the Prime Minister's decision and legal regulations before January 1, 2025, who are receiving living expenses from the state budget and have not participated in health insurance, will participate in health insurance in groups paid by the state budget as prescribed in Clause 3, Article 12 of the Law on Health Insurance.
The monthly contribution rate of the subject specified in Points a, c, d and e, Clause 1, Article 12 of the Law on Health Insurance is equal to 4.5% of the monthly salary used as the basis for compulsory social insurance payment, in which the employer pays two-thirds and the employee pays 1/3.
The monthly payment level of the subject specified in Points b and d, Clause 1, Article 12 of the Law on Health Insurance is equal to 4.5% of the monthly salary used as the basis for compulsory social insurance payment and paid by the subject.
The monthly contribution rate of the subject specified in Point g, Clause 1, Article 12 of the Law on Health Insurance is equal to 4.5% of the basic salary, of which the employer pays two-thirds and the employee pays 1/3.
