On November 4, Mr. Nguyen Khac Than - Chairman of Hung Yen Provincial People's Committee chaired a meeting to listen to the Department of Construction report on the investment policy for two key transport projects: the route from Pho Hien ward to Hung Ha commune and route DT.468 (from National Highway 10 intersection to Diem Dien port).
According to the pre-feasibility study report, the route from Pho Hien ward to Hung Ha commune has a total length of about 12.45km, passing through Tien Lu, Long Hung, Ngu Thien, Tien La and Hung Ha communes.
The route has a starting point connecting from the National Highway 38B bypass (section DH.72 to DT.376, in Tien Lu commune) and an end point at Dong Tu intersection, Hung Ha commune. The project is being studied in the shortest and most direct direction, ensuring a design speed of 120km/h, synchronously connecting with the route from Thai Binh ward to Hung Ha commune.
When completed, the route will shorten travel time between the two centers of Pho Hien Ward and Thai Binh Ward, forming an important trade gateway between the Northern and Southern regions of the province; at the same time, connecting with major economic and political centers in the region, contributing to reducing the load on National Highway 10 and National Highway 39, expanding the space for socio-urban development.
The DT.468 route project (from National Highway 10 intersection to Diem Dien Port) has been identified in the Thai Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050, approved by the Prime Minister in Decision 1735/QD-TTg dated December 29, 2023. The route has a scale of a level II plain road, from 4 to 6 lanes, playing the main role of connecting CT.08 expressway, National Highway 10 and Diem Dien port area (Thai Thuy commune).

Concluding the meeting, Mr. Nguyen Khac Than emphasized that the implementation of the two projects is an objective requirement in the context of post-provincial merger, in order to concretize the goals of the Resolution of the 1st Provincial Party Congress, term 2025 - 2030.
For the route from Pho Hien ward to Hung Ha commune, the Chairman of the Provincial People's Committee requested to ensure synchronization and connectivity with phase 1, unify the most direct route according to the direction of the Prime Minister; synchronously arrange technical infrastructure, focusing on landscape, trees, and environment. Departments and branches coordinate to allocate investment periods appropriately, ensuring the entire route will be opened to traffic by 2027 at the latest.
For the DT.468 route, Mr. Than requested to study the construction plan according to expressway standards, in conjunction with the development of Diem Dien port, ensuring synchronization with the Dong Tu intersection and the Thai Binh - Ha Nam road expansion project (phase 1), aiming to form a modern transport infrastructure network, creating momentum for economic development in coastal areas and the whole province.
