20 years without completing a road in Ho Chi Minh City, proposing a solution

HCMC - After nearly 20 years of approval, the project to upgrade and expand Pham Van Bach Street (Tan Son Ward, adjacent to Tan Son Nhat Airport) has not yet been completed.

The above project has just been reported to the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) to the Ho Chi Minh City People's Committee.

The Pham Van Bach Street expansion project (old Tan Binh district - now Tan Son ward) was approved by the Ho Chi Minh City People's Committee in 2005, with a total initial investment of more than 273 billion VND.

The project is implemented in the form of "The State and the People work together", in which households that are partially cleared are mobilized to contribute by accepting a 50% reduction in compensation value.

The total initial cost of compensation and site clearance is more than 195 billion VND, of which the Ho Chi Minh City budget spends nearly 148 billion VND, the rest is contributed by the people.

However, after many adjustments, the total investment of the project has now increased to about 680 billion VND, mainly due to the arising of compensation costs according to market prices.

The project has a total of 702 affected cases, divided into two main branches.

Branch 1 (Tan Son road) is 2.2km long, with 121 affected cases, and has completed compensation, construction and put into use since 2009.

Branch 2 (Pham Van Bach Street) is 3.2km long, with 581 affected cases, of which 56 households have not yet handed over the site. This branch has now completed about 66% of the volume.

In particular, the section from Truong Chinh Street to Tran Thai Tong Street cannot be implemented yet due to land clearance problems. The section from Tran Thai Tong to Hy Vong canal has reached about 71%, while the section from Hy Vong canal to Huynh Van Nghe street has only reached 56%.

From December 2019 to now, the project has been forced to temporarily suspend construction due to waiting for the site.

Among the households that have not agreed to hand over the land, there are 13 complaints about the design route; the remaining cases request compensation according to the current market price, instead of the unit price issued many years ago.

The Tan Son Street expansion item (from the golf course gate to Pham Van Bach Street), about 659m long, was also added to the Pham Van Bach Street expansion project in 2018. However, this section is currently stuck with the land area that A41 Factory and the Logistics Department need to manage, with a total area of nearly 4,300m2, so there has been no construction.

Faced with the prolonged delay, the Traffic Department has proposed that the Ho Chi Minh City People's Committee assign the Department of Construction to organize a dialogue conference to resolve the petition of 13 households complaining about the route to create consensus on handing over the site.

The Ho Chi Minh City People's Committee requested the Tan Son Ward People's Committee and the Tan Binh District Compensation Board to continue to mobilize the remaining 56 households to dismantle and hand over the site in the fourth quarter of 2025, so that the project can be completed in the second quarter of 2026.

Allow the Traffic Department to start construction before the section from Truong Chinh to Tran Thai Tong Street with the site handed over (78.3%), while waiting for the remaining part to be handed over.

Assign the Department of Construction to support the appraisal and approval of the adjustment of the project implementation time until the end of 2027, ensuring a legal basis for receiving the site and implementing it synchronously with the site clearance progress.

The Ho Chi Minh City People's Committee continues to issue documents to the Ministry of National Defense to approve the recovery of defense land to serve the expansion of Tan Son road.
