Xo Viet Nghe Tinh and Dinh Bo Linh streets have long been considered the " Traffic bloodline" connecting the center of Ho Chi Minh City with the Northeast and formerly Binh Duong provinces. These two routes also lead directly to the old Mien Dong bus station.
Currently, Xo Viet Nghe Tinh route (from Hang Xanh intersection to Binh Trieu bridge) is only about 16 - 22 m wide, while Dinh Bo Linh (from Binh Trieu 2 bridge to Dien Bien Phu street) is about 21 m wide.
With extremely large traffic volume, these two routes often fall into a state of prolonged congestion, especially during morning and afternoon rush hour.
According to the Ho Chi Minh City Department of Construction, the city is preparing a proposal for the investment policy to expand the two above routes, expected to be submitted to the Ho Chi Minh City People's Council for approval in December 2025 and started construction in December 2026.

Previously, the Department of Transport (now the Department of Construction of Ho Chi Minh City) proposed nearly 10,000 billion VND for these two projects.
The project to expand Xo Viet Nghe Tinh Street (from Hang Xanh intersection to Binh Trieu 1 Bridge, including a section of National Highway 13 through the old Mien Dong bus station) is 2 km long, expanding to 30 - 40 m. Dai Liet Si intersection will be built on the route according to a roundabout plan combined with an underpass to reduce traffic conflicts.
The total investment capital is about 7,000 billion VND, of which the cost of site clearance and relocation of technical infrastructure accounts for about 4,500 billion VND.
The project to expand Dinh Bo Linh Street (from Binh Trieu 2 Bridge to Dien Bien Phu Street) is 2 km long, and will be expanded to 25 m. The new Binh Trieu Bridge will be built with a scale of 6 lanes, including 2 units, each unit is 11.5 m wide and 560 m long.
The total investment is about VND 2,900 billion, of which the cost of site clearance and relocation of technical infrastructure is about VND 1,400 billion.

According to the Department of Construction, the expansion of these two routes will not only help reduce traffic congestion but will be in sync with the National Highway 13 expansion project, expected to start construction at the end of 2026 and be completed in 2028.
National Highway 13 (from Binh Trieu Bridge to Vinh Binh Bridge) is nearly 6 km long and will be expanded to 60 m, with a total investment of about 20,900 billion VND.
The project is implemented under the form of a BOT (build - operate - transfer) contract, in which the Ho Chi Minh City budget is about 14,600 billion VND, with 6,300 billion VND mobilized by investors.

About 3.2 km between National Highway 13 will be built with a 4-lane elevated road (overpass) with a design speed of 80 km/h.
The two sides of the route will have parallel roads with 3 lanes on each side, with a maximum speed of 60 km/h, serving mixed-use vehicles.
In addition, the project also builds two two-way underpasses at the Binh Loi and Binh Phuoc intersections.
