Over the past time, Gia Lai province has promoted investment attraction and improved the investment and business environment. Many new projects have been attracted, some have completed procedures, started construction and gradually put registered capital into practice.
However, the implementation progress is not commensurate with the number, scale of projects and development requirements of the province. To date, there are still 52 projects in 34 communes and wards that have not started construction; of which 31 projects in 22 communes and wards have exceeded the deadline for starting construction.
The main obstacles are related to planning, compensation, site clearance, land allocation, land lease, land use purpose conversion... Some areas still have many projects that have not started such as Quy Nhon Bac, Quy Nhon, Phu Thien, Phu My...
In addition, some agencies and localities have not coordinated and handled dossiers decisively, and have not closely followed deadlines. Some investors have not proactively completed procedures, have not focused sufficient resources, and are slow to report progress and implementation capital. In some cases, construction has started but has not been implemented substantively on the ground.
At the meeting on September 14 on the situation and progress of preparation for commencement and removal of obstacles for projects, Standing Vice Chairman of Gia Lai Provincial People's Committee Nguyen Tuan Thanh requested units, localities and investors to focus on removing difficulties and accelerating the progress of non-budget projects.
Agencies and localities must review each project, each procedure; clearly identify problems, causes, handling agencies, completion deadlines and commencement milestones. In the immediate future, focus on 52 projects that have not started construction, especially 31 projects that have exceeded the time to start construction and projects committed to start construction in September, Q4/2026.
For communes and wards with projects that have not yet started construction, the Secretary and Chairman of the Commune-level People's Committee must directly inspect the site weekly, work with investors and relevant agencies to handle problems. Localities that delay projects due to subjective reasons must be responsible to the Provincial People's Committee.
Resolutely handle projects that are slow and prolonged, investors who lack capacity, are slow or do not properly implement commitments. In case they are no longer capable of implementation or violate, they must promptly propose to terminate operations and recover projects, not to let them be prolonged, occupying land, causing waste of resources," Mr. Nguyen Tuan Thanh directed.
Mr. Nguyen Tuan Thanh assigned the Department of Finance to urgently review 52 projects that have not started construction, especially 31 projects that have exceeded the time to start construction; clearly classify the causes belonging to state agencies, localities or investors.
