Many projects are stuck with site clearance
According to statistics, to date, Ca Mau province has disbursed more than 989.6 billion VND of public investment capital in 2026, reaching 14.2% of the plan. This level is still low, showing that the progress of project implementation has not met the requirements.
The whole province has 76 investors using public investment capital, but only 18 units achieved a disbursement rate from the average level or higher, and the remaining 58 investors are below the average level.

The reality at projects invested by the Provincial Traffic Construction Project Management Board shows that the biggest obstacle currently is site clearance.
At the Outer Ring Road project - Bac Lieu city (phase 1), there are still 15 households that have received money but have not handed over the site and 39 households have not received compensation. In the area bordering Hoang Phat residential area (Bac Lieu ward), the site is not complete, making it impossible for the contractor to construct simultaneously, and machinery operates intermittently.
Some sections of the route have land that is being constructed with soil excavation and sand pumping for the roadbed, but there is still a situation where people have not moved all their assets, affecting the overall progress.

Similarly, the Belt Road project - Bac Lieu city (phase 1) still has 7 households that have not dismantled the works, 17 households have not received money. At the end point of the road intersecting Ham Nghi street (Vinh Trach ward), although land clearance markers have been planted, some households have not handed over land, and the contractor has not been able to deploy construction.
In addition, many other projects are also facing difficulties such as Song Ong Doc bridge, East-West axis, Ganh Hao river bridge, with dozens of households still disagreeing; the resettlement area of hamlet 6B, Song Doc town has more than 1 hectare not yet handed over; the U Minh - Khanh Hoi route is still entangled with some households.
Mr. Le Viet Xo, Chairman of Bac Lieu Ward People's Committee, said that the locality is coordinating to mobilize people to hand over land. Some cases need to review compensation policies to ensure people's rights.
Decisively remove obstacles, accelerate progress
According to Mr. Tran Cong Khanh, Deputy Director of the Department of Finance of Ca Mau province, the slow disbursement progress is mainly due to site clearance problems in transitional projects and some large projects being implemented slowly.
In addition, the supply of construction materials, especially sand and stone, is still scarce, directly affecting the construction progress.

The Provincial Traffic Construction Project Management Board said that it will continue to coordinate with localities to mobilize people to hand over land; and at the same time request contractors to increase manpower and equipment to accelerate progress in areas where land has been cleared.
To promote disbursement in the coming time, Ca Mau Provincial People's Committee requests localities to closely coordinate with departments, branches, and investors to thoroughly handle obstacles, especially site clearance work.
Investors are also required to quickly complete contractor selection procedures, organize construction immediately when conditions are met, and ensure disbursement on schedule.
Notably, the province assigned the Department of Agriculture and Environment to preside over and coordinate with the Department of Construction to study piloting the separation of site clearance work into an independent project, in order to remove the biggest bottleneck currently.
With synchronous solutions, Ca Mau aims to accelerate the disbursement of public investment capital in 2026, contributing to promoting socio-economic development in the area.
