According to the report, the total number of mountainous communes in Bac Ninh province in the 2026 - 2030 period is expected to be 27 communes and wards. The specific list is as follows:

The review to identify mountainous communes to serve the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term; according to the Official Dispatch dated November 20, 2025 of the Ministry of Ethnic Minorities and Religions.
Previously, Directive No. 28/CT-TTg dated September 18, 2025 of the Prime Minister on organizing the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term stipulated: The Ministry of Ethnic Minorities and Religions is responsible for determining the administrative units of mountainous communes; the Ministry of Home Affairs determines the administrative units of island communes, as a basis for calculating the number of commune People's Council deputies for the 2026-2031 term.
The Government also issued Decree No. 272/2025/ND-CP dated October 16, 2025 on the determination of ethnic minority and mountainous areas for the period 2026 - 2030, which clearly stated: Mountainous communes are communes that meet at least one of two criteria, including 2/3 of the natural area at an altitude of 200 m or more above sea level or 2/3 of the villages or more being mountainous villages.
The newly formed Bac Ninh province is based on the merger of Bac Giang province and the old Bac Ninh province, with an area of 4,718 km2, a population of 3.6 million people, and 99 communes and wards.
Bac Ninh currently has the 5th largest economic scale in the country. This locality aims to become a centrally-governed city before 2030; by 2045, it will be a green, civilized city, imbued with Kinh Bac cultural identity.
