In the report, the People's Committee of Bac Ninh province said that the locality is currently focusing resources and determined to complete the investment project to build the Ring Road 4 - Hanoi Capital Region (section through Bac Ninh province) before December 31, 2025, according to the direction of the Prime Minister.
However, the implementation process still has some difficulties and problems.
For component project 1.3, on February 14, 2025, the People's Committee of Bac Ninh province sent a document to the Ministry of Planning and Investment and the Ministry of Finance (now the two ministries merged into the Ministry of Finance - PV) to review and propose to extend the implementation time and disbursement of the central budget investment plan for 2024 to 2025. However, it has not yet been approved by competent authorities. The delay in extending capital sources will lead to a shortage of funding needed to pay for compensation and site clearance for the remaining residential land of localities.
Second, according to the Resolution of the National Assembly, the total investment of the component project 1.3 is 2,480 billion VND. In fact, according to the investor's statistics, the total investment of the project is expected to increase by about 763 billion VND compared to the approved Investment Policy (increased from 2,480 billion VND to 3,243 billion VND).
However, to supplement funding to carry out site clearance, it is necessary to adjust the investment policy for the project component 1.3. The adjustment of investment policies is not under the authority of Bac Ninh province.
Third, for component project 2.3, component project 3 (investment in the construction of the expressway) implemented by the Hanoi People's Committee passes through Bac Ninh province for about 36.7km, including: 1 Duong River overpass (Hoai Thuong bridge), 1 complete intersection (National Highway 38 intersection), completing 2 intersections (Yen Gia intersection, Tay Nam intersection) are the locations connecting component project 2.3 with component 3.
According to the Report of the Hanoi City Traffic Construction Investment Project Management Board, the project is expected to progress with component 3 "Completing the selection of investors in the first quarter of 2025, striving to start the project in the second quarter of 2025".
Thus, when component project 2.3 is completed (December 31, 2025), it will not be put into use for the entire route due to disruption of the connection through Hoai Thuong Bridge and intersections.
To have a basis for implementing component projects to be completed before December 31, 2025, put parallel roads and urban roads into operation and use, promoting investment efficiency. The People's Committee of Bac Ninh province recommends to the Prime Minister as follows:
Direct the Ministry of Finance to promptly advise on the proposal for approval of the policy of extending the implementation period and disbursement of the central budget investment capital plan from 2024 to 2025.
Directing Hanoi City: Early implementation of adjustment of investment policy for Ring Road 4 Project. Including adjusting component project 1.3 so that Bac Ninh province can promptly supplement capital for component project 1.3, not affecting the overall progress of the entire investment project to build Ring Road 4 - Hanoi Capital Region.
Starting construction of component project 3 early; at the same time, prioritizing early implementation of construction at the connecting location with the parallel road (urban road) in Bac Ninh province.
The construction project of Ring Road 4 - Hanoi Capital Region belongs to the group of important national projects, with a total length of 112.8km (including 58.2km through Hanoi, the remaining 9.7km is the route connecting to Hanoi - Ha Long Expressway and the part passing through Hung Yen and Bac Ninh provinces).
The total preliminary investment of the project is 85,813 billion VND.
The Ring Road 4 project of the Capital Region has 35.3km passing through Bac Ninh, including 4 districts and towns: Bac Ninh City, Thuan Thanh Town and Que Vo, Gia Binh District.
