The People's Committee of Bac Ninh province has just issued a plan to handle public assets that are not used as offices or public service establishments, used ineffectively, or used for purposes other than those of agencies, organizations, and units under its management.
The plan aims to enhance the effectiveness and efficiency of the implementation of policies and laws on management and use of public assets, practicing thrift, combating waste and Official Dispatch No. 125/CD-TTg of the Prime Minister and guiding documents of the Ministry of Finance.
Accordingly, the People's Committee of Bac Ninh province assigned provincial departments, branches, sectors and People's Committees of communes and wards to review and propose solutions for redundant offices and service establishments that are used ineffectively or for the wrong purpose.
Assets with needs for use will be transferred to units in need; in case of need to change functions (medical, educational, cultural services, etc.), the governing body will coordinate to complete the dossier and submit it to the Provincial People's Committee for decision.
The assets no longer in need of use will be transferred to the Provincial Land Fund Development Center for management, exploitation and handling according to regulations. Completion time is before August 15, 2025.
The Department of Finance guides the dossier, order, and procedures for developing a handling plan for unused, ineffective, and improperly used offices and establishments before July 28, 2025.
Based on the handling plan for unused offices, ineffective use, and improper use of facilities that have been agreed upon with agencies and units, the Department of Finance synthesizes and submits to the Chairman of the Provincial People's Committee for approval before August 20, 2025.
