At the conference, Ms. Sai Thi Yen - Director of Hai Phong Department of Home Affairs - the Standing Agency for Administrative Reform of the City reported and announced the results of the Administrative Reform Index of departments, agencies, branches, People's Committees of communes, wards, and special zones in 2025. The set of administrative reform indicators was evaluated with a score of 100.
In which, the self-assessment and appraisal score according to the Administrative Reform Index set is 65/100 points; the satisfaction measurement score of people and organizations (SIPAS index) is 35/100 points. The index set includes 8 areas: departments and branches have 42 criteria and 86 component criteria; communes, wards, and special zones have 41 criteria and 74 component criteria.
As a result, the average level of satisfaction of state administrative agencies in the city is 92.67%. In which, departments, agencies, and branches are 93.95%; wards are 92.26%; communes and special zones are 91.87%.
In the departments, agencies, and sectors, the Department of Industry and Trade leads in the highest level of satisfaction, reaching 96.86%. Hong Bang ward is the leading unit in the ward block with a value of 98.30%. For communes, special zones, Khuc Thua Du commune is the leading unit with 97.98%.
Regarding the 2025 administrative reform index of departments, boards, and branches: The City Inspectorate ranked first with 94.71 points; followed by the City People's Committee Office with 94.4 points; Department of Finance 92.99 points; Department of Foreign Affairs 92.9 points; Department of Home Affairs 92.71 points... The Economic Zone Management Board ranked last with 88.99 points.
The 2025 administrative reform index of the wards shows that 10 excellent units achieved scores from 93 points or higher. Hong Bang ward ranked first with 95.8 points; followed by Hai An ward 95.77 points; Hong An ward 95.57 points; Ngo Quyen ward 95.08 points...
The commune and special zone block has 15 excellent units reaching 90% or more. Cat Hai Special Zone ranked first with 94.15 points; Quyet Thang commune ranked 2nd with 93.4 points; An Lao commune ranked 3rd with 92.94 points; Gia Loc commune ranked 4th with 90.96 points...
Regarding the classification of the level of implementation of administrative reform tasks of heads of departments, agencies, branches, People's Committees of communes, wards, and special zones in 2025. Accordingly, the Chief Inspector of the city and the Director of the Department of Finance excellently completed their tasks.
In the ward People's Committee block, there are 10 units that have excellently completed their tasks, including: Hong Bang, Hai An, Hong An, Ngo Quyen, Le Chan, An Phong, Phu Lien, Dong Hai, An Bien and Kien An.
In the commune and special zone People's Committee block, there are 15 units that excellently completed their tasks, including: Quyet Thang, An Lao, Gia Loc, Phu Thai, Tien Lang, An Truong, Gia Phuc, Nam Sach, Kien Minh, Khuc Thua Du, An Quang, Tu Ky, Hop Tien, Tan Minh and Cat Hai special zone.
