The official dispatch sent to the 8 provinces of Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa clearly stated: Storm Kalmaegi is very strong (may reach level 13-14, gust level 16-17 in the East Sea), with a wide range of impact.
According to the forecast, from the evening and night of November 6, the storm will directly affect the mainland area from South Quang Tri - Dak Lak with strong winds near the storm center at level 10-12, gusting to level 14-15, accompanied by rising water, large waves, causing the risk of overflow and landslides on dykes and sea embankments; at the same time, the storm circulation will cause heavy rain affecting the safety of dykes.
To ensure the safety of the dyke system and proactively respond to storms, the Ministry of Agriculture and Environment requests the People's Committees of provinces and cities to direct relevant agencies and units to urgently implement a number of the following contents:
Strictly implement Official Dispatch No. 208/CD-TTg dated November 4, 2025 of the Prime Minister and Official Dispatches of the National Civil Defense Steering Committee on responding to storm Kalmaegi.
Closely monitor the developments of storms, floods and the situation of dykes and embankments. Check, review and implement in practice the dike protection plan, protect key vulnerable points, especially dykes and embankments facing the sea; organize the handling of landslides to limit damage when storms make landfall.
Prepare human resources, materials, vehicles, and equipment to protect the dykes according to the "4 on-site" motto, ensuring safety for the dykes.
Timely report dike incidents to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control) for coordination and direction.
