The storm is forecast to move west-northwest, about 25km/h and is likely to strengthen to level 14, gust level 17; when making landfall, focusing on provinces from Quang Ngai to Dak Lak, gust level 14-15; The storm circulation causes very heavy rain in provinces and cities from Da Nang to Dak Lak, commonly 200-400mm, locally over 600mm/ods; the area from southern Quang Tri to Hue city, Khanh Hoa and Lam Dong will have heavy to very heavy rain, commonly 150-300mm/ods, locally over 450mm.
This is a very strong storm, after entering the East Sea, it will continue to strengthen, and the range of strong winds will be very wide. In the context of the Central region being affected by a prolonged historic period of heavy rain and floods, causing heavy damage, to proactively prevent, avoid and respond to storm Kalmaegi and floods after the storm, ensuring the safety of people's lives, minimizing damage to property, coastal areas and mainland of our country, the National Steering Committee for Civil Defense recommends that ministries, branches and People's Committees of provinces and cities:
For the sea route:
- Closely monitor the storm's developments; By all means, inform owners of ships, captains of ships, and vehicles still operating at sea about the scope and intensity of the storm to urgently move out of the dangerous area or return to a safe shelter earlier than usual.
- Organize the arrangement and strict management of ships at anchorage and shelter places; absolutely do not let people stay at the ship during the storm and do not return to the ship until safety is ensured, to avoid unfortunate damage to people.
- Deploy the work of ensuring the safety of people, vehicles, and property, especially for tourist destinations, aquaculture, fishing, seafood, and works at sea, on islands, and coastal areas.
- Based on specific situations, decide to ban fishing vessels, transport vessels, and tourist vessels from the sea, in which it is noted that the ban time is earlier than previous storms and urgently evacuate people on boats, cages, guardrails, aquaculture areas, coastal areas, low-lying areas, high-risk areas to safe places.
- Prepare forces and means for rescue when required.
For on land:
- Provinces and cities urgently overcome the consequences of the recent floods according to Official Dispatch No. 206/CD-TTg dated November 2, 2025 of the Prime Minister.
- Organize the review and preparation of evacuation plans for households in dangerous areas, especially coastal areas, areas at high risk of landslides, flash floods, low-lying areas, deep flooding to safe places; have plans to support temporary accommodation, food, and necessities for people to evacuate, ensuring stable lives for people; prepare forces, means, equipment, and necessities according to the "four on-site" motto to be ready to respond to all situations, especially for areas at risk of being isolated, areas recovering from the consequences of heavy damage caused by natural disasters in recent times.
- Urgently complete pruning tree branches, reinforcing and reinforcing houses; take measures to ensure safety, limit damage to warehouses, headquarters, public works, industrial parks, factories, power grid and telecommunications systems; take measures to quickly overcome traffic, electricity and telecommunications incidents, ensuring maintenance of operations in all situations.
- Localities in key areas affected by storms and floods must soon have a plan and decide to let students stay home from school before the storm makes landfall and after the storm.
- Urgently mobilize forces to harvest aquatic products and produce agriculture with the motto "greener at home than in the fields".
- Organize remote traffic flow, limit people on the streets during storms and heavy floods; be ready to deploy guards, control people and vehicles in areas at risk of deep flooding and landslides; arrange forces, materials and means to overcome incidents, ensure smooth traffic on main traffic routes when heavy rain occurs.
- Inspect and review vulnerable works, unfinished works, especially small reservoirs that have been filled with water due to heavy rain in the area in the recent past; direct lake owners and relevant agencies to urgently operate the release of water for flood receiving capacity according to regulations, especially in the key provinces from Quang Ngai to Dak Lak; organize regular operations and be ready to regulate to ensure safety of works and downstream.
