According to the National Center for Hydro-Meteorological Forecasting, at 4:00 a.m. on October 21, the center of storm No. 12 (storm FENGSHEN) was at about 18.3 degrees North latitude; 113.0 degrees East longitude, about 200km North-Northeast of Hoang Sa Special Zone.
The strongest wind near the storm center is level 9 - 10 (75 - 102km/h), gusting to level 12. The storm is moving westward at a speed of about 20km/h.
In the face of the complicated developments of storms and floods, the Department of Agriculture and Environment of Dak Lak province requested localities and relevant units to proactively deploy response measures.
Localities need to organize the evacuation of people from dangerous areas, especially coastal areas, low-lying areas, where there is a risk of landslides and flash floods.
Fishermen are advised to limit going out to sea during the rainy and stormy season, while keeping their boats in safe shelters.
The authorities will also conduct a review of vulnerable works, unfinished works and small reservoirs that have been filled with water due to heavy rain. Thereby, timely regulation is needed to ensure the safety of the project and people in the downstream area.
According to the Dak Lak Provincial People's Committee, the whole province currently has 1,207 irrigation works, meeting the irrigation needs of about 83.2% of the crop area that needs irrigation. However, currently, there are hundreds of dams in the area that have degraded and damaged, and need to be upgraded and repaired.

Thereby, 18 houses and 1 school were damaged, affecting agricultural production and causing landslides in some locations along the river. The total damage is estimated at about 70 billion VND.
