On the morning of November 21, speaking with Lao Dong, Ms. Nguyen Thi Hai - Chairman of Kien Quoc Commune People's Committee - confirmed that the locality had just recorded a case of an abandoned newborn baby.
Initial information, at around 6:10 p.m. on November 19, Ms. Nguyen Thi Sac (born in 1976, residing in village 3, Kien Quoc commune) discovered a newborn baby placed in front of her house and reported it to the local authorities.
Through initial examination, the abandoned newborn baby was a girl, weighing 3.2 kg. When people discovered it, the baby was wrapped in a light blue towel along with some accompanying items such as newborn clothes, a box of powdered milk, a pack of diapers and a piece of paper with the child's date of birth as November 16, 2024 with the content "Due to difficult circumstances, I cannot raise the child, so I will send her to you to raise her". As of November 20, the locality has not yet determined the biological parents of the baby.
Also according to the leader of Kien Quoc Commune People's Committee, after completing the initial procedures, the locality sent the child for a health check at Hai Phong Children's Hospital and the result was that the child's health was good.
Therefore, the People's Committee of the commune posted a notice to find the biological parents of the newborn girl. Until the end of November 27, the locality will temporarily hand over the child to Ms. Nguyen Thi Sac (the person who discovered the child in front of her house) to take care of.
After the above time, if no one comes to claim the child, the commune will carry out birth registration procedures and other related procedures according to the law.
