On June 23, a source from a reporter from Lao Dong Newspaper said that Mr. Nguyen Minh Canh - Vice Chairman of Ben Tre Provincial People's Committee - signed an official dispatch on strengthening the management of household waste in the transition period to implement the 2-level local government model.

According to this document, in order to ensure the management of domestic waste in the province is transferred continuously and smoothly, without environmental pollution caused by waste affecting the normal operations of society, people and businesses, the People's Committee of Ben Tre province requests the People's Committees at the district level in the area to urgently direct the professional departments, People's Committees of communes, wards and towns to review the programs and plans on solid waste management in the area issued according to the provisions of Article 63 of Decree No. 08/2022/ND-CP, amended and supplemented in Decree No. 05/2025/ND-CP (especially the Project/ Plan for solid waste management in districts, cities, communes and towns).

At the same time, review the organization of waste collection, transportation and treatment in the area, including: specialized agencies assigned to be in charge; funding sources arranged and allocated in 2025; allocation forms; contracts and orders for facilities and units that have won bids or are assigned the task of collecting, transporting and treating waste (contract term, payment method, paid amount, remaining funding source in 2025, ...).

Based on the review results, the People's Committees of districts and cities directed the specialized departments to synthesize programs, plans and documents related to the management of domestic solid waste to hand over to the new communes and wards (after the merger), to ensure inheritance and implementation. At the same time, direct communes, wards and towns in the merger plan to proactively coordinate in reviewing, updating, supplementing and consolidating programs and plans for solid waste management for the new administrative unit.

For waste management tasks transferred from the district level to the commune level (according to decentralization) when implementing the 2-level government model, the People's Committees of the new communes and wards will continue to effectively implement the work of collecting, transporting, and treating waste in the area, not allowing interruption, congestion, pollution or environmental heat points to arise. Localities need to urgently sign contracts with units for garbage collection, transportation and treatment according to regulations; continue to transfer garbage to treatment areas and landfills previously operated by the district level.

In addition, it is necessary to rearrange public service units (collection, transportation, waste treatment, management and operation of landfills) in accordance with regulations; prioritize the arrangement of cadres and civil servants with expertise and experience in the environmental field (under the district-level Department of Agriculture and Environment) to work at the Economic Department under the People's Committees of new communes (after the merger), especially in localities with waste treatment areas or environmental hot spots.

The People's Committee of Ben Tre province also requested the Department of Agriculture and Environment to receive and manage district-level landfills and waste treatment plants (except for landfills assigned to commune-level public service units). This Department continues to fully implement the instructions of the Provincial Party Committee Standing Committee and the Provincial People's Committee on the operation of An Hiep Garbage Pists, ensuring environmental treatment, preventing pollution.

The Department of Agriculture and Environment is responsible for monitoring and advising the Provincial People's Committee to promptly direct waste management during the transition period to implement the 2-level local government model. Direct specialized departments to monitor, guide, and remove difficulties and obstacles for communes and wards in waste management in the transition period.
