Chairman of Ben Tre Provincial People's Committee Tran Ngoc Tam has just signed and issued Official Letter No. 4558 on preparing conditions for new commune-level administrative units to officially operate from July 1, 2025.
To ensure the effective implementation of the Provincial People's Committee's Project on reorganizing the local government apparatus at the commune level, ending the operation of district-level administrative units and building a model of two-level local government organization, as well as preparing conditions for the new communes and wards to officially come into operation from July 1, 2025, the Chairman of the Ben Tre Provincial People's Committee requested provincial departments, branches and sectors; People's Committees of districts and cities; communes, wards and towns to urgently implement well the assigned work contents in Project No. 4342/DA-UBND dated June 9, 2025 of the Provincial People's Committee.
Accordingly, the People's Committees of districts and cities need to direct and guide the People's Committees of communes, wards and towns (where selected as the administrative centers of the new communes and wards) to preside over and coordinate with communes, wards and towns in the group to merge and consolidate to prepare carefully, thoughtfully and fully the necessary conditions. Ensure readiness in facilities, equipment, work records and related issues so that the new commune can conduct a trial operation in June 2025, thereby drawing experience, promptly adjusting appropriately, ensuring smooth operation when officially put into operation from July 1, 2025; serving people and businesses well continuously and effectively.
Regarding personnel work of new communes, the Chairman of the People's Committee of Ben Tre province assigned the People's Committees of districts and cities to pay attention to, research and implement the arrangement and assignment of cadres and civil servants of agencies and units in accordance with the instructions in Official Dispatch No. 3308/BNV-CCVC dated June 5, 2025 of the Ministry of Home Affairs on the arrangement and assignment of leadership and management of the People's Committees at the new commune level; Official Dispatch No. 11/CV-BCD dated June 4, 2025 of the Steering Committee for the arrangement of administrative units at all levels and the development of a model of local government at both levels of the Government on the standards for the title of commune-level civil servants, along with regulations and instructions from competent authorities. During the implementation process, if there are difficulties or problems related to personnel work, it is necessary to promptly report to the Provincial People's Committee (through the Department of Home Affairs) for discussion and unified guidance.
The Chairman of the People's Committee of Ben Tre province assigned the Department of Home Affairs to urgently and proactively coordinate with the Provincial Party Committee's Organization Board and relevant agencies and units to guide the arrangement and assignment of personnel, apparatus and staff; at the same time, hand over documents and records for the management of cadres and civil servants of the government sector to ensure compliance with regulations.
At the same time, the Provincial Police are assigned to be responsible for guiding agencies and units at the district and commune levels to implement contents related to the revocation and registration of new seals, ensuring compliance with regulations on the management and use of seals; creating conditions for newly established agencies and units at the commune level to come into operation from July 1, 2025.
For provincial departments, branches and sectors, the Chairman of the People's Committee of Ben Tre province requested that according to the functions and tasks of the assigned units, continue to guide and support commune-level authorities to operate smoothly, effectively and in accordance with regulations from July 1, 2025.
