From the beginning of July, Ho Chi Minh City is exempting tickets on 134 inter-provincial routes to reduce costs and encourage people to use public transport.
Ho Chi Minh City Party Secretary highly appreciated the Department of Construction for not only implementing the policy of bus ticket exemption but also focusing on investing in infrastructure to make buses increasingly convenient and attract people to use.
Mr. Tran Luu Quang said that according to the latest data, the number of bus passengers is currently increasing by 49% compared to the same period. This shows that the number of people switching from motorbikes to public transport is increasing, contributing to reducing traffic congestion and environmental pollution.
Initially, it can be seen that this policy is being effective. Meanwhile, the cost the City spends to exempt buses is not too large," said Mr. Tran Luu Quang.
At the conference, the Secretary of the Ho Chi Minh City Party Committee also emphasized the task of accelerating in the last months of 2026, with 3 major goals: growth of 10.2%, budget revenue of 1 million billion VND and disbursement of 100% of public investment capital.
Mr. Tran Luu Quang assessed that these are very big challenges, but Ho Chi Minh City still has a lot of room. From October 1st, the Law on Urban Development and resolutions of the People's Council took effect, while many investors are waiting for the City to remove obstacles to implement the project.
Ho Chi Minh City accounts for 24% of the country's GDP. There is no question of whether it will be achieved or not, but how to achieve those goals" - Mr. Tran Luu Quang said.
Ho Chi Minh City Party Secretary requested to review all tasks, clearly define deadlines, products and responsible persons; both promoting growth and ensuring sustainability.
Regarding public investment, Mr. Tran Luu Quang requested to strive to reach at least 95% in the fourth quarter, and at the same time synchronously remove obstacles in compensation, site clearance, materials, leveling and investment preparation.
For FDI, BT, private investment and export, the City needs to shift from attracting to implementing projects, what can be done first can be done immediately, what can be implemented in parallel cannot wait.
Regarding budget revenue, Mr. Tran Luu Quang requested strict management of revenue sources but not exorbitant collection. The Secretary of the City Party Committee also emphasized the role of communes, wards, and special zones; said that public investment will continue to be decentralized more strongly, in which localities can be assigned to implement small BT projects.
Mr. Tran Luu Quang also mentioned the mechanism of "additional bonuses" for commune secretaries using the budget and projects if the locality completes its tasks well. "If you do well, there will be bonuses, if not good, there will be criticism" - he said.
In the fourth quarter, Mr. Tran Luu Quang also reminded Ho Chi Minh City to exploit the potential from tourism, trade, year-end shopping and cultural industry.
Hosting programs and concerts such as "Hello Brother", "Fatherland in the Heart", he believes that cultural events not only create spread but also directly contribute to GRDP.
According to the Secretary of the Ho Chi Minh City Party Committee, the concert can be expanded to topics about tradition, history, and the country, thereby creating more cultural products to serve people and tourists and contribute to Q4 growth.
