Attending the citizen reception at the Central bridge point was Mr. Nguyen Hong Diep, Head of the Central Citizen Reception Committee under the Government Inspectorate.
At the Citizen Reception Board of Lao Cai province, there were Mr. Phan Dang Toan, Head of the Provincial Party Committee's Internal Affairs Commission and leaders of departments, agencies, branches, and local authorities.
At the citizen reception, the Secretary of the Lao Cai Provincial Party Committee directly considered and directed the handling of 2 prolonged backlog cases related to land rights of people in Lao Cai ward.

The first case involves 22 households in land core No. 12, Group 6, Lao Cai ward. According to records, this land area was previously managed by the People's Committee of Pho Moi ward (old), but many households have lived stably for many years, built temporary houses and fulfilled non-agricultural tax obligations.
In 2017, when the locality implemented the core infrastructure investment project No. 12, households were mobilized to dismantle their houses for the State to invest in infrastructure with a commitment to consider rearranging residential land. However, the implementation process has generated many obstacles, lasting for many years without being completely resolved.

After studying the dossiers and listening to the opinions of relevant parties, the Secretary of the Lao Cai Provincial Party Committee assessed that the housing land allocation proposal of households is "founded for consideration and resolution".
Mr. Duong Quoc Huy assigned the Lao Cai Ward Party Committee to direct the Ward People's Committee to preside over and coordinate with relevant agencies to review dossiers and complete procedures for issuing land use right certificates and changing land use purposes for households in need in accordance with legal regulations.

The Provincial Party Committee's Internal Affairs Commission is assigned to monitor, supervise, and urge the implementation process. At the same time, review the entire implementation process of core land project No. 12; if violations and irresponsibility of related collectives and individuals are detected, advise on strict handling.
In the second case, the Secretary of the Lao Cai Provincial Party Committee received citizen Chu Thi Nga and households in Group 9 Coc Leu, Lao Cai ward related to the petition for compensation for rights from the Plant Garden project of Lao Cai town implemented since 1994.

According to reports, in the period 1989-1993, Ms. Chu Thi Nga represented 5 households who were allocated land to plant, care for and protect forests. However, when the State implemented the Plant Garden project, households said that land had not been recovered and compensated according to regulations.
The previous inspection conclusion determined that people's reflections "have a basis for consideration and resolution", but implementation was prolonged due to obstacles in funding and changes in the model of local government.

After listening to the opinions of citizens and functional agencies, the Secretary of the Lao Cai Provincial Party Committee concluded that the content reflected by Ms. Chu Thi Nga and related households is grounded for resolution.
Request functional agencies to soon definitively resolve compensation and support, ensuring legitimate rights for people before November 30, 2026.
