On November 13, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan directed the implementation of Resolution No. 19/2024/NQ-HDND dated September 27, 2024 promulgating a policy to support funding for purchasing and installing voyage monitoring equipment (TBGSHT) on fishing vessels of Binh Dinh fishermen with a length of 12m to less than 15m, operating in fishing grounds in the southern provinces.
The Chairman of the People's Committee of Binh Dinh province assigned the Department of Agriculture and Rural Development (DARD) to direct the Department of Fisheries to guide the procedures and documents for supporting funding for purchasing and installing GPS devices on fishing vessels for localities to implement.
Coordinate with the Department of Finance, relevant agencies and localities to compile documents requesting financial support for purchasing and installing traffic safety equipment, organize appraisal, submit to the Provincial People's Committee for consideration and approval; propose funding sources for implementation.
The provincial State Treasury guides and directs the district-level State Treasury to pay support money to fishermen after approval by competent authorities, ensuring timeliness and accuracy.
Mr. Pham Anh Tuan assigned coastal districts, towns and cities to disseminate and guide procedures for implementing support policies for funding support for purchasing and installing navigational aids on fishing vessels with lengths from 12m to under 15m for fishermen in the province.
Speaking with Lao Dong, Mr. Tran Van Phuc - Director of the Department of Agriculture and Rural Development of Binh Dinh province - said that according to the plan, by the end of 2024, the province will support 50% (maximum 10 million VND/ship) of the cost of purchasing and installing navigational aids for 215 fishing vessels with lengths from 12m to under 15m, with a total cost of more than 2 billion VND, from the provincial budget.
"Supporting funding for installing navigational aids for fishing vessels from 12m to under 15m is an unprecedented policy, both in the province and the whole country. This is a special policy of Binh Dinh province.
Because according to the actual situation, fishing vessels at high risk of violations are mainly fishing vessels with sizes from 12m to under 15m, not required to install voyage monitoring equipment, practicing squid fishing in the southern provinces, and not returning to their localities every year. Therefore, this policy is a solution to manage and prevent fishing vessels from violating the law," said Mr. Phuc.
According to Mr. Phuc, currently, 157/215 ships have installed GPS tracking devices, the remaining ships are completing procedures and documents to proceed with installation.
