Attach responsibility to the leader in implementation
Mr. Pham Anh Tuan emphasized that the arrangement and streamlining of the organizational apparatus must be associated with the restructuring of the staff, civil servants and public employees (CBCCVC). It is necessary to focus on propaganda work, creating consensus and unity in the implementation process.
The arrangement must ensure that it does not affect the functions and tasks of the agency, organization or unit; and that no area or field is left vacant.
"Heads of agencies, units and localities are responsible for the roadmap, plans and results of implementing the organizational arrangement of agencies, units and localities under their management authority," Mr. Pham Anh Tuan directed.
Regarding implementation progress, before January 12, 2025, specialized agencies under the Provincial People's Committee, District People's Committees, public service units and State-owned enterprises under the Provincial People's Committee must send the Arrangement Project to the Department of Home Affairs.
Before January 25, 2025, the Department of Home Affairs will synthesize and complete the projects and submit them to the Party Committee of the Provincial People's Committee.
Mr. Pham Anh Tuan also noted that the development of policies and regimes appropriate to the impact of organizational restructuring must ensure the rights of civil servants, public employees and workers.
Previously, at the Conference to review the implementation of Resolution No. 18-NQ/TW, Secretary of Binh Dinh Provincial Party Committee Ho Quoc Dung also requested to ensure the implementation of policies for civil servants, public employees, and party members affected by the organizational restructuring.
"In addition to the Central Government's outstanding policy, the province will have additional support policies for officials, civil servants, and workers who have to take leave due to arrangements," said Mr. Ho Quoc Dung.
Sort by 15% lead reduction
According to the arrangement plan, Binh Dinh Provincial People's Committee will reduce 6 departments and 2 management boards under the Provincial People's Committee and 2 companies.
Including merging the Department of Planning and Investment and the Department of Finance; merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; merging the Department of Information and Communications and the Department of Science and Technology; merging the Department of Transport and the Department of Construction; merging the Department of Labor, Invalids and Social Affairs and the Department of Home Affairs; merging the Department of Culture, Sports and Tourism.
The expected names of the merged departments include: Department of Economics and Finance; Department of Construction and Transport; Department of Agriculture and Environment; Department of Science, Technology and Communications; Department of Home Affairs and Labor; Department of Culture, Sports and Tourism.
According to Mr. Pham Anh Tuan, the specialized agencies under the Provincial People's Committee and District People's Committees should be rationally organized in the direction of multi-sectoral and multi-field management, implementing the principle that one agency performs many tasks and one task is assigned to only one agency to preside over and take primary responsibility.
Review, arrange and restructure the internal organization of departments, branches and sectors towards reducing the number of internal organizational units by about 15%. The process of arranging the apparatus needs to be associated with reducing the payroll.
"The arrangement needs to be carried out in a methodical and strict manner, ensuring no interruption in operations and creating the best conditions for agencies and units to adapt to the new organization," Mr. Pham Anh Tuan requested.
Must retain elite cadres
Regarding personnel work after the reorganization, Mr. Pham Anh Tuan said that the province will research and calculate to retain dedicated, capable, and responsible staff so that the apparatus can operate effectively and efficiently.
"When reorganizing, those who are dedicated, capable, and responsible will quit if they see that things are not going well. Those who cannot go anywhere will stay. Therefore, after reorganizing, we must keep those who are capable and dedicated," said Mr. Pham Anh Tuan.
