Strengthen the 24/7 fishing vessel monitoring system to monitor, notify and coordinate the handling of fishing vessels that cross maritime boundaries, fishing vessels that lose VMS connection, and fishing vessels that do not turn on the voyage monitoring device (TBGSHT) when operating at sea (note fishing vessels from 12 to under 15m in length).
Immediately after the Lunar New Year 2025, organize a working delegation to work with the southern provinces to grasp the situation of fishing boats and fishermen in Binh Dinh, especially the group of boats at risk of violating foreign waters.
The Provincial Police and Border Guard Command are assigned to direct forces to coordinate with the Southern provinces to investigate and handle organizations and individuals involved in IUU fishing violations; individuals who broker and connect fishing vessels and fishermen to illegally exploit in foreign waters.
"Grasp the situation, focus on detecting signs, methods, and tricks of subjects organizing fishing boats and fishermen to violate foreign waters to promptly handle them according to regulations," Mr. Pham Anh Tuan directed.
The Chairman of the People's Committee of Binh Dinh province also requested coastal localities in the province to make a list of high-risk subjects, showing signs of brokering fishing vessels and fishermen to violate foreign waters, to provide to the authorities.
In particular, assign commune-level authorities to monitor and coordinate with maritime enforcement forces to regularly and closely monitor specific subjects to prevent early and remotely the act of sending fishing vessels and fishermen to violate foreign waters.
