According to the People's Committee of Binh Dinh province, in the past time, Mr. Vo Van Tam, Mr. Phan Tri Quoc and households in Binh Nghi commune continuously filed complaints against a number of officials of Binh Nghi commune related to the implementation of the project to relocate and disperse people in village 4 of the commune.
These households said that when implementing the project, Binh Nghi commune officials did not hand over all the recovered land area to households moving to the new economic zone, but instead took advantage of their positions and powers to leave some excess area, occupy it, and plant acacia and eucalyptus trees...

In August 2024, the Chairman of Binh Dinh Provincial People's Committee directed the establishment of an interdisciplinary inspection team to receive, inspect, verify and propose solutions to complaints, denunciations, recommendations and reflections from citizens in the field of land management and use in Binh Nghi commune (including the denunciation case of Mr. Tam, Mr. Quoc and a number of households).
Based on the report of the Interdisciplinary Inspection Team, on December 28, 2024, the Chairman of Binh Dinh Provincial People's Committee gave his opinion on the conclusion of resolving the complaint of Mr. Tam, Mr. Quoc and a number of households in Binh Nghi commune.
The conclusion stated that the case of households denouncing violations in the implementation of the resettlement project was directed by the Chairman of the Tay Son District People's Committee and the Chairman of the Provincial People's Committee to inspect, verify and conclude, organize handling and notify the results of the denunciation settlement to 127 households in Binh Nghi commune in 2016 (in Conclusion No. 01/KL-UBND and Decision No. 1108/QD-UBND), and this settlement was in accordance with the provisions of law.
From 2016 to 2022, while Tay Son district and Binh Nghi commune implemented the direction of the Chairman of the Provincial People's Committee on handling the inspection results on the content of the complaint, Mr. Tam and a number of households continued to denounce land occupation and illegal tree planting on the land area recovered from households; disagreed with the land use plan that Binh Nghi commune had built and continued to denounce the old incident.
Through examining the case file, it was found that the content of the complaint of Mr. Tam, Mr. Quoc and some households only stated the old incident, without any new details or evidence; the case had been resolved by the competent authorities in accordance with regulations.
Therefore, the Chairman of the People's Committee of Binh Dinh province directed that, from the date of issuance of the notice, the State administrative agencies of the province will not receive, consider or resolve the above-mentioned denunciation of 127 households in Binh Nghi commune (including the denunciation of Mr. Tam, Mr. Quoc and a number of households).
Request Mr. Tam, Mr. Quoc and a number of households to comply with and strictly implement the Conclusion and Decision on handling the denunciation that has come into legal effect.
