Senior Lieutenant General Le Quoc Hung, Deputy Minister of Public Security, has just sent a letter of commendation to Khanh Hoa Provincial Police for their outstanding achievements in detecting, arresting and handling a particularly dangerous international criminal being wanted by Interpol.
According to the Deputy Minister of Public Security, Khanh Hoa Provincial Police promptly discovered and arrested Omokeev Ulukbek (born in 1978, Kyrgyz nationality),
Omokeev Ulukbek is a key link in the buying and selling and transporting ring of about 670kg of heroin disguised as candy and jam products.
This is a ring that the local authorities have partially dismantled, but Ulukbek has fled to many countries before coming to Vietnam.
Accordingly, during the verification of the residence management of the Kyrgyz community in Khanh Hoa, the Immigration Department discovered suspicious information.
Immediately afterwards, it urgently coordinated with the Criminal Police Department (Ministry of Public Security) to question Interpol's data system. The comparison results show that Ulukbek changed his passport compared to the original wanted list to conceal the goods.
Notably, the red request notice only warns of the possibility of the subject escaping to Turkey, Russia, Poland or Kazakhstan without mentioning Vietnam.
This gap allows Ulukbek to join the tourist flow in Nha Trang from January 2025.
Immediately after identifying the person, Khanh Hoa Provincial Police deployed a plan to monitor, verify and arrest according to international procedures.
The entire process was carried out in secret, ensuring safety for the community, while strictly complying with Vietnamese law and cooperation regulations with Interpol.
On October 30, the authorities completed the procedures for deporting Ulukbek to Cam Ranh International Airport.
The handover was carried out transparently, with the coordination of the Kyrgyz diplomatic agency and the Interpol channel. As soon as he returned home, Ulukbek was arrested by local authorities.
In the letter of commendation, Senior Lieutenant General Le Quoc Hung assessed this as a feat that demonstrates the bravery and sharp professionalism of the Vietnam Police.
Contributing to enhancing the position of the People's Public Security force in international cooperation in preventing transnational crimes.
The Deputy Minister suggested that Khanh Hoa Police reward collectives and individuals with outstanding achievements; at the same time, continue to proactively suppress all types of crimes, ensure security, order and peace for the people.
