The Minister of Transport signed Decision No. 1592/QD-BGTVT (December 20) promulgating the 2025 Administrative Reform Plan of the Ministry of Transport.
According to the plan, one of the Ministry's goals is to reform the state administrative apparatus.
Accordingly, in 2025, the Ministry of Transport will complete the arrangement and reduction of organizational units according to regulations.
By the end of 2025, review and organize to reduce by at least 10% on average the number of public service units and 10% of the public service payroll receiving salaries from the state budget compared to 2021.
To achieve this goal, the Ministry of Transport sets out the following tasks:
Research and propose models and organizational structures of the Government in the context of promoting the development of e-Government, digital Government and proactively participating in and adapting to the Fourth Industrial Revolution.
Review and clearly define the tasks that administrative agencies must perform, the tasks that need to be decentralized to localities and lower levels; the tasks that need to be transferred to businesses and social organizations; on that basis, design and arrange a suitable administrative apparatus.
Research to clarify theoretical and practical basis, management scope to implement consolidation, organizational structure arrangement, and streamlining of apparatus to ensure effective and efficient operation.
Organize and consolidate agencies and units under the Ministry. Continue to review, organize and streamline the organizational structure of agencies and units, reduce intermediate organizational units, thoroughly overcome duplication and overlap of functions and tasks, and ensure the principle that one organization can undertake many tasks, but one task is only chaired and primarily responsible by one organization.
Innovate the organizational and management system and improve operational efficiency to streamline focal points, overcome overlaps, dispersion and duplication of functions and tasks of public service units. Based on the review and assessment of the actual situation and guidance from competent authorities, develop a network plan for public service units in the transport sector and field, and submit it to the Prime Minister.
Strengthen decentralization and strong and reasonable delegation of power between the central and local levels, between superiors and subordinates, associated with authority and responsibility; encourage dynamism, creativity and promote the positivity and proactiveness of agencies and units in performing tasks.
Strongly research and apply scientific and technological advances, apply information technology to deploy measures to innovate working methods, improve productivity and operational efficiency of agencies and units.
